Ethiopia
The Government of Ethiopia presented a total of six GRF pledges during the 2023 IGAD Inter-ministerial meeting in Addis Ababa – while these pledges are essentially all new, an explicit effort was made to avoid duplication with pre-existing pledges and other government commitments:
Environmental degradation in Refugee Hosting Areas (RHAs) to be addressed by planting 100,000,000 seedlings and the provision of alternative energy sources, notably through connection to national and solar mini-grids; while RHAs are included in the National Adaptation Plan;
Kebribeyah and Aysaita refugee camps to be transformed into sustainable settlements by ensuring effective access to basic services, as well as the development / strengthening of basic infrastructures; and through alignment with Master Plans of Adjacent towns by 2027.
- 1000,000 refugees to be included in National Statistics Service and GBV Prevention / Response programme;
- refugee high schools into national system
- 800,000 refugees into National ID Programme; and
- 30,000 into the TVET system, leading to 21,000 job opportunities for qualified refugees by 2027.
Provide an enabling environment for private sector engagement and investment to foster socio-economic development and boost productivity of refugee and hosting communities.
Ensure access to 10,000 Hosting Areas of irrigable land through lease agreements to promote climate-smart agriculture and livestock value chain management contributing to improved food security and socio-economic empowerment of refugees and host communities, targeting at least 50% women and 30% refugees.
Strengthen digital infrastructure in RHAs in order to facilitate inclusion in the digital economy / access to livelihood opportunities, thus fostering financial inclusion and access to socio-economic e-services such as standardized travel documents.
