Somalia Situation
Heads of State and Government of the Inter-Governmental Authority on Development (IGAD), convened in Nairobi, Kenya on 25th March 2017 at the Special Summit on protection and durable solutions for Somali refugees and reintegration of returnees in Somalia. The Summit agreed the Nairobi Declaration and the accompanying Plan of Action. These decisions set out a comprehensive regional approach and commitments at four levels;
- Accelerating solutions in Somalia by creating an environment conducive for voluntary and sustainable return of refugees;
- Delivering durable solutions, whilst maintaining the protection space and promoting the self-reliance and inclusion of refugees in countries of asylum.
- Strengthening sub-regional co-operation.
- Increasing international responsibility sharing.
Heads of State made pledges to improve protection space and solutions for those displaced and to provide educational and economic opportunities for some four million refugees and forcibly displaced residing in the region. The commitments of the Nairobi Declarations were expanded to cover all populations of concern in the IGAD.
